1. Purpose
The Department of War Education Activity Europe (DoWEA) is issuing this Request for Information (RFI) to seek information and innovative solutions for Management & Logistics Support Services for a warehouse facility on USAG Sembach. This RFI is for market research and planning purposes only and does not constitute a solicitation for proposals.
2. Background
DoWEA is contemplating the use of an existing warehouse, building 251, located on USAG Sembach. The intended purpose of this facility is to serve as a central consolidation point for supplies and excess materials used in the operation of DoWEA Schools throughout the region.
3. Scope of Required Services
We are requesting information on capabilities to provide all management, labor, and equipment necessary to perform the following logistical support services:
A. Warehouse Management:
- Establish and manage a comprehensive warehouse support program, including personnel management, inventory control, shipping and receiving, stocking, and furniture assembly/maintenance.
- Develop, maintain, and manage a system of records (e.g., SharePoint). DoWEA requires full, unrestricted access to this system, including approval rights for transactions.
B. Transportation and Customer Service:
- Coordinate all transportation, assembly, and installation services. This includes providing all necessary vehicles and material handling equipment (e.g., trucks, forklifts, pallet jacks).
- Service the DoDEA Europe Region Warehouse (Building 251) at USAG Sembach, Germany, as well as DoDEA Europe schools and offices within a 400 KM radius, covering the following areas:
- Europe Central: Kaiserslautern Military Community (KMC), Baumholder, Wiesbaden
- Europe East: Ansbach, Hohenfels, Stuttgart area
- Europe West: Brussels area
- Coordinate the pickup and delivery of excess equipment from or to schools within a 300 KM radius of Sembach.
4. Operational Constraints
- Hours of Operation: Work shall be performed during normal operating hours, defined as 07:00 to 16:00, Monday through Friday. This excludes United States Federal Government holidays.
- Language Proficiency: All on-site personnel must possess a minimum English language proficiency of B1 (or equivalent).
5. Optional Site Visit
All interested vendors are encouraged to view the warehouse and ask questions. Site visits will be conducted by appointment only.
