The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Optical Society of America (OSA). DOE intends to award this requirement as a sole source contract with a one-year base period. OSA is the sole provider for access to the required online journals.
The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC) an online journal subscription for online access to the Optical Society of America Journals listed below. Subscription is by calendar year. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SC e-journals link button. This for the Office of Science and is not publically accessible. Subscription period is for the 2026 calendar year.
The North American Industry Classification System (NAICS) code for this requirement is 513120 – Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.
Any vendor who believes it is capable of meeting the DOE-OSTI’s requirement as stated herein may submit a response, which will be considered only if received by January 6, 2026 by 3:30 p.m. EST. Responses to this posting must be in writing and submitted to barnettn@osti.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
