** This is a Combined Synopsis/Solicitation Notice for commercial products and commercial services issued pursuant to FAR Part 13 conjunction with FAR Part 12. Under this notice, the U.S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Quotations (RFQ) for: BARGE AND TOW SERVICES FOR SAFETY TESTING AT THE CHICAGO SANITARY AND SHIP CANAL (CSSC) FISH BARRIERS. **** GOVERNMENT REQUIREMENT: This acquisition is pursuant to the provisions set forth by Part 12 of the Federal Acquisition Regulation, ?Commercial Products and Commercial Services.? In this acquisition, the contractor shall provide Barge and Tow Services for Safety Testing at the Chicago Sanitary and Ship Canal (CSSC) Fish Barriers in accordance with the enclosed statement of work. ** ** The Government requires tow services for about a week in February 2026, and a week in July 2026, per the attached scope. The Government intends to award one purchase order by the end of January 2026. **** Competition for this acquisition is RESTRICTED TO SMALL BUSINESSES. The applicable Size Standard is North American Industry Classification System (NAICS) Code 483113 with a Small Business size standard in number of employees of 800. **** AN OFFEROR MUST HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT WHEN PLACING AN OFFER/QUOTATION PACKAGE FOR THIS ACQUISITION. REGISTRATION CAN BE COMPLETED FREE OF CHARGE AT www.sam.gov. **** Electronic Data Interchange: Contractors must register with sam.gov, prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE) system. Your firm must register with PIEE in order to access the solicitation and to place an offeror in response to the solicitation.
