Sources Sought Announcement for

FY25 CAP PN 098087 UPH Barracks, Smith Barracks, Baumholder

The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.

1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU)

2. NAICS:  23611 Residential Building Construction

3. PLACE OF PERFORMANCE:  Germany, Baumholder

4. ANTICIPATED PROJECT TITLE:  FY25 CAP PN 098087 UPH Barracks

5. ACQUISITION INFORMATION:  USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of one UPH barracks to accommodate 108 military personnel, along with an assigned parking garage for the barracks using design-bid-build procedures. The magnitude of construction is between $25,000,000 and $100,000,000.

The construction completion period is anticipated to be 1,820 calendar days after the contractor receives the Notice to Proceed.

This acquisition will be solicited for full and open competition (unrestricted).  Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS).

6. PROJECT DESCRIPTION: The project involves constructing a 61,386 GSF Enlisted Unaccompanied Personnel Housing (UPH) facility for 108 personnel and a 45,407 GSF parking garage for 113 spaces at Smith Barracks. It includes living quarters, baths, storage, and modern systems like fire protection, IDS, and EMCS. The design follows DoD standards, incorporates sustainability, radon abatement, and energy efficiency measures, and is built to last 40 years. Supporting facilities include utilities, lighting, drainage, and landscaping.

7. SUBMISSIONS:  Responses to this Sources Sought notice shall be limited to five pages and shall include the following information:

  • Firm’s Name, address(es), English speaking point of contact, phone number and e-mail address.
  • Firm’s interest in proposing on the solicitation when it is issued.
  • Firm’s Cage Code and Unique Entity Identifier (UEI) number.
  • Evidence of Bonding Capability:
    • Name of Surety, Single and Aggregate Contract Amounts
  • Firm’s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information:
    • Brief description of projects to include location (no more than five projects)
    • Customer name
    • Timeliness of performance
    • Customer satisfaction
    • Dollar value of the project
  • Firm’s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable

Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
