Description

Notice: This is a sole source for commercial products and/or commercial services in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR subpart 6.3, Other than Full and Open Competition. This Special Notice is issued as a sole source Justification & Approval (J&A) to Transcendent Imaging LLC for the 150-Megapixel Monochrome Hyperspectral Camera supplies & services required by the Preservation Research & Testing Division (PRTD) at the Library of Congress.

The Library of Congress (Library) requires contract support to purchase a 150 megapixel (MP) scientific monochromatic camera capable of image capture between 350 – 1000 nanometers (nm). This camera must be able to interface with the existing Megavision hyperspectral imaging system currently in use in the Preservation Research and Testing laboratory. The increased resolution and dynamic range of this type of camera is necessary for non-destructive analytical research, spectral materials characterization, and mapping and assessment of environmental degradation parameters of a broad range of Library collection.

The Preservation Research and Testing Division (PRTD) seeks to obtain a 150-megapixel scientific monochromatic camera. This camera must be able to interface with the existing Megavision hyperspectral imaging system and Photoshoot software currently in use in the PRTD laboratory. The purchase shall include all parts (camera, bellows, connection cables, and fixtures for mounting onto a copy stand), installation, shipping, and one year of repair and service support.

Only one responsible source, Transcendent Imaging, LLC, and no other sources will satisfy the Library’s requirement because Transcendent is the only responsible source that manufactures the Megavision Q15 150-megapixel high-resolution imaging camera system designed to meet the specific Library requirements of high-resolution, low-noise, scientific, archival, and technical imaging applications.

This camera from Transcendent integrates seamlessly with the Library’s current hyperspectral imaging system and meets or exceeds the Library’s technical requirements. Installation of incompatible cameras from other manufacturers would void the existing warranty and service maintenance agreement under current contract with the Library.

The Library intends to fulfill this requirement by issuing a sole source contract to Transcendent Imaging, LLC., Inc. However, any firm that wishes to be considered for this requirement and believes it can meet all the criteria outlined in the Statement of Work (SOW) shall submit a capability statement demonstrating its ability to satisfy all requirements. Such statements shall be received no later than 5:00PM Eastern Time on 02/16/2026 and shall be submitted electronically via email to both the Contracting Officer and Contracting Specialist. They may be considered at the discretion of the Government.

This public notice accomplishes the following:

  1. Notice of the Library’s intent to sole source this requirement to the business listed herein;
  2. Synopsizing the requirements in accordance with the FAR; and
  3. Publicly posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award is made. This shall be the only notice issued. All public information is being accomplished via this public notice.
