Page # 2 Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VISN 10, located at 24 Frank Lloyd Wright Dr., Lobby M, Suite M2200, Ann Arbor, MI, 48105 in support of VISN 10, VA Ann Arbor Health Care System at 2215 Fuller Rd. Ann Arbor, MI 48105 intends to negotiate a sole source purchase order under Simplified Acquisition Procedures and the authority of the Revolutionary FAR Overhaul (RFO)12.102 soliciting from a single source for the following items listed below. The associated NAICS code is 339112 and the associated Product or Service Code is 6515. The vendor will be Ronin Surgical Corporation located at 6420 Avenida Wilfredo La Jolla, California 92037. Description of requirements: The VA Ann Arbor Health Care System at 2215 Fuller Rd. Ann Arbor, has a new Requirement for Surgical Headlight Systems to use when providing surgical procedures: 8 each - RK0915 Surgical Headlights - X7R Hospital Packages Travel Case, X7 Luminaire with Headband, X7R Battery Holster, 2BC Charger and Power Supply, 2 Standard Batteries, 3 Year Warranty. The surgeons have tested and used various types of Surgical Headlight Systems at the VA and the University of Michigan for surgical procedures. Of all the types of Surgical Headlight systems, the Ronen systems are the only system that meets the requirements: Adjustable spot diameter (5.6 to 1.5 ) at 18 working distance to accommodate changing lighting needs during surgeries and procedures. 10 levels of power for superior light control Four points of enhanced articulation for superior light control 5+ hour runtime for Extended Battery, 2.5 hour for Standard Battery. 3-hour charge time for either Standard Battery for quick recharge time Smart low-battery features that alert you before depletion Holster with hot-swap capabilities for uninterrupted power Adjustable Knob that can be easily adjusted to each head. Head strap that contains a casing around foam that allows each head strap to be sanitized. Wireless, not wired, uses a portable battery pack, for freedom of movement while performing surgery, (not having to unplug the light source to move to other side of table, and then re-plug in light source once repositioned while performing surgeries). Lightweight being under 5 oz s. Overall, the Ronin systems are the sturdiest, require less work around (like unplugging and re-plugging them to move around the surgical tables) and overall provide the best experience to use for surgical procedures. The surgeons have requested using the Surgical Headlight Systems as a standard system for standardization for care. A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
