What the buyer is trying to do

Identify and assess capable construction firms for a planned six-award IDIQ/MACC supporting AUAB, Qatar—covering general construction (maintenance/repair/alteration and new construction)—to inform acquisition planning and potential future solicitation/award strategy.

Who should pursue this
  • General building construction firms aligned to NAICS 236220 with demonstrated capacity to execute multiple task orders under an IDIQ/MACC structure
  • Contractors with proven experience in maintenance/repair/alteration of real property and new facility construction (general construction disciplines)
  • Firms able to mobilize and perform construction work in Qatar at Al Udeid Air Base and potentially at separated locations within the AUAB AOR
  • Companies that can support a long-horizon contract structure (1-year base + 4 option years + 6-month extension) with scalable resources and subcontracting networks
Work breakdown
  • IDIQ/MACC setup: multiple award construction contract vehicle (planned 6 awards) for AUAB support
  • Maintenance, repair, and alteration of existing real property at AUAB
  • New construction of facilities at AUAB
  • Task order execution: project-specific scope, schedule, and cost defined per task order
  • Potential performance at geographically separated locations within the AUAB area of responsibility (beyond the primary AUAB site)
Response package checklist
  • Completed Sources Sought response in the format/instructions required by the attached Sources Sought document
  • Statement of relevant construction experience for: (a) maintenance/repair/alteration of existing real property, and (b) new construction of facilities
  • Demonstration of capacity to support multiple task orders (resources, management approach, ability to surge) under an IDIQ/MACC
  • Past performance examples relevant to AUAB-like general construction disciplines and execution at overseas/remote installations (as applicable)
  • Acknowledgment of anticipated contract structure: 1-year base + four option years + 6-month extension of services and ability to support it
  • Confirmation of ability to perform primarily at Al Udeid Air Base, Qatar and at separated locations within the AUAB AOR
More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
Compliance notes
  • This notice is a Sources Sought for informational/planning purposes only and is not a solicitation; no award will be made from this Sources Sought.
  • Follow the instructions in the attached Sources Sought document; the notice explicitly encourages review of the attachments before responding.
  • Response deadline: 2026-03-01 13:00 UTC.
Pricing strategy
  • Because this is a Sources Sought, focus on communicating cost-control approaches and ability to price task orders across varied general construction scopes (maintenance/repair/alteration and new construction) rather than detailed bid pricing.
  • Emphasize how your estimating, subcontractor coverage, and schedule/cost controls scale across an IDIQ with many task orders over a 1+4-year horizon plus potential 6-month extension.
Teaming and subs
  • Consider teaming with local/regional construction partners and specialty trade subs to broaden coverage across ‘general construction disciplines’ for both repair/alteration and new construction task orders at AUAB.
  • Build a bench of subcontractors to support potentially concurrent task orders and performance at geographically separated locations within the AUAB AOR.
Risks and watchouts
  • High competition risk: Government is planning up to six (6) IDIQ awards and may adjust the number based on the quality/relevance of responses—weak sources-sought packages may reduce competitiveness later.
  • Scope variability risk: Task orders will define project-specific scope/schedule/cost; firms must be prepared for a wide range of construction requirements spanning repair/alteration through new construction.
  • Geographic execution risk: Task orders may require work at separated locations within the AUAB area of responsibility, complicating logistics, staffing, and schedule control.
  • Capture timing risk: Sources Sought response is due 2026-03-01 13:00 UTC; missing the deadline likely reduces visibility in market research.
Smart questions to ask
  • Will the Government share any anticipated task order size ranges, typical disciplines, or annual task order volume for the AUAB MACC?
  • Are there specific construction disciplines or facility types considered highest priority under this MACC (beyond the general categories of repair/alteration and new construction)?
  • What is the intended task order competition approach among the six IDIQ holders (e.g., frequency, expected number of concurrent task orders)?
  • Are there any anticipated constraints for performance at geographically separated locations within the AUAB AOR that sources should plan for (access, escorting, staging areas)?
  • Does the attached Sources Sought document request specific proof points (project examples, bonding capacity, safety metrics, management plans) that must be provided to be considered a viable source?
Source coverage notes

Some notices publish limited source detail. Confirm these points before final bid/no-bid decisions.

  • Contents/requirements of the attached Sources Sought document (response format, specific data elements, submission method)
  • Office/POC for Q&A and where to submit responses (beyond SAM link)
  • Place of performance details for separated locations within the AUAB area of responsibility
  • Any anticipated task order magnitude, ceiling, or ordering limits for the MACC/IDIQ
  • Evaluation/selection criteria the Government will use to assess sources sought responses
  • Any bonding, licensing, base access, or other Qatar/AUAB-specific construction compliance expectations
