Presolicitation Notice Presolicitation Notice Page 3 of 3 Pre Solicitation Notice *=Required Field Solicitation Notice Page 1 of 3 DESCRIPTION Presolicitation Notice Presolicitation Notice Page 4 of 4 Page 1 of 2 *=Required Field Presolicitation Notice Page 1 of 4 Page 1 of Pre Solicitation Description This pre solicitation is to inform potential offerors that Buffalo, NY VA Medical Center will be posting a solicitation (36C24226B0039) on or about February 16, 2026, to improve CO and mixed-gas distribution by constructing a new gas room, installing a new automatic medical gas manifold system, and providing new alarms, pipelines, and outlets to ensure continuous uninterrupted gas service to Microbiology and the Blood Bank. Work shall comply with NFPA 55 and all applicable code requirements. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the project. All work is to be performed at the Buffalo, NY VA Medical Center. General scope of work includes: The scope of construction work is fully described in the scope narrative below and the associated specifications. Additional administrative and management related requirements are described in Section 3: Requirements. Built new gas room by divided the existing IT room (223-E) into two separate rooms (IT room 223-E-1) and (Gas room 223-E-2). The total area of new gas room is approximately 40 square feet, Attachment. The total area remaining for the IT room is approximately 104 square feet, Attachment 1 Install new acoustic ceiling grid and tiles. Install new ceiling LED lights, diffusers and sprinkler heads. The new gas room will serve the Blood bank and the Microbiology. No anticipate asbestos abatement require in area where the construction will take a place. Install Automatic Medical Gas Manifolds regulate and monitor gas cylinder pressure in the gas room to provide continuous and uninterrupted gas flow to the facility. Install new LCD medical gases alarm system in the new gas room. Install new LCD medical gases alarm system in the blood bank and microbiology. Install new medical gas pipelines and new medical gas outlets for the blood bank and the microbiology to provide gases for the existing equipment (Incubators). Install new RTU dedicated exhaust fan to provide continues negative pressure in the gas room. The entire gas system, including the RTU, shall be under emergency power. Demolish the existing gas room (gas control system and accessories) and all associated parts. Also, a brief overview of the construction work will be included with SOW. It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 562910 Remediation Services with a size standard of $25.0. Therefore, this procurement is 100% set-aside for SDVOSB. The magnitude of the project is between $250,000 and $500,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated that this contract will be awarded o/a February 2026. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for bid details, specifications, drawings, and contract forms will be available on http://www.sam.gov in electronic format only. Should be available on or about February 16, 2026. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening. Once the solicitation is released, bids will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic.
