Description

Amendment #1: The response date is extended and a new PDF file is added under Attachments called “2nd AFPP Email”, which is a copy of an NSPIRES email sent to SMD List Serv subscribers.

NASA is exploring partnerships with external organizations for the operations and data collection of Earth Science satellite missions to enable impactful exploitation of NASA resources and to advance the commercial remote sensing industry. This Announcement for Partnership Proposals (AFPP) invites proposals for innovative partnerships for the CYGNSS mission in the Earth Science Division (ESD). This AFPP envisions one or more partnerships for CYGNSS with clear benefits to the selected partner(s).

On or after the publication date of this SAM.gov special notice, the full, final text for this AFPP will be available for download from the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) at https://nspires.nasaprs.com by searching on the SAM notice ID (called a solicitation number on NSPIRES) or via the link provided below.

NASA may periodically update the NSPIRES landing page to add other documents such as questions and answers or to revise and amend this AFFP. To stay up to date, interested parties must visit NSPIRES regularly to ensure that they have the latest information available.

The attached PDF file entitled “1stEmail” is a copy of the text of an email NSPIRES sent to Science Mission Directorate (SMD) List Serv subscribers and includes other important dates not shown on this SAM.gov landing page.  After downloading and carefully reading the full text from NSPIRES, by email only address questions (or other comments) with a subject line to read “CYGNSS AFPP” to the listed point(s) of contact.

FAQ

How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

Is the data live?

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
