Description

Amendment 1 – The purpose of this amendment is to address and clarify the questions that were submitted. Please refer to the attached Questions and Answers document for full details. This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format outlined in FAR Subpart 12.6 and supplemented by the information contained in this notice. This announcement serves as the only solicitation; quotations are hereby requested, and no separate written solicitation will be issued. Quotes shall refer to Solicitation Number W911RZ-26-Q-A005. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-05, dated 07 August 2025, and Defense Federal Acquisition Regulation Supplement (DFARS) Change dated January 17, 2025. Fort Carson intends to award a Firm-Fixed-Price (FFP) service contract for the provision of snowmobiles and sleds in support of training operations near Fort Wainwright, Fairbanks, Alaska. The requirement includes: • Delivery to Salcha Bridgehead: 12 specified-model or equivalent snowmobiles and 4 brand-name or equivalent sleds for the period of performance (PoP) is 23 January 2026 to 28 January 2026. • Delivery to Fort Greely: 24 specified-model or equivalent snowmobiles and 10 brand-name or equivalent sleds for the period of performance (PoP) is 10 February 2026 to 23 February 2026. The contractor shall deliver and retrieve all equipment at the start and end of each period of performance (PoP). The North American Industrial Classification System (NAICS) code for this procurement is 532120 - Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing, with a size standard $47.0 million. This will be awarded as a 100% small business set-aside. This solicitation will close at 11:00 AM MST on 30 December 2025. All questions must be emailed to SFC China Mathews at china.a.mathews.mil@army.mil no later than 11:00 am MST on 26 December 2025. This acquisition requires delivery of the specified types and quantities of snowmobiles and sleds on the dates identified in the solicitation. All vehicles must be fully operational and capable of operating across varied terrains comparable to conditions at Fort Wainwright and Fort Greely, Alaska. All components and accessories shall function in accordance with the manufacturer’s manual. Each vehicle shall include unlimited mileage per day and be equipped with a 5-lb fire extinguisher. Equipment must arrive between 0800 and 1600 on the first day of each period of performance (PoP) to allow sufficient time for a joint visual inspection. All set up must be complete and equipment ready for use at time of delivery. All offerors must have an active registration in the System for Award Management (SAM) at time of submission via https://www.sam.gov. Contractors will be held to strict Brand Name Requirements and must provide all necessary resource items as detailed in the salient characteristics
