This notice is being issued to announce solicitation #SPE8EG-26-Q-0002 has been issued to the DLA Bid Board System (DIBBS) website (https://www.dibbs.bsm.dla.mil/). Copies of the solicitation and Attachments can be found here: https://www.dibbs.bsm.dla.mil/RFQ/RFQRec.aspx?sn=SPE8EG26Q0002. Vendors must submit quotes in accordance with the terms and conditions outlined in the solicitation no later than Monday, March 23, 2026 at 3:00PM EDT.

This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and Procurement Policy Act (41 U.S.C. 416)) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 – Publicizing Contract Actions.
The solicitation will consist of one NSN:
Line Item 0001: NSN 4020-01-579-7011; Fiber Rope Assembly, Single Leg
This item is proprietary to Rix Industries (Cage Code: 28953) (Part Number - 39-35318). Adequate data for the evaluation of alternate offers is not available at the procurement agency. The offeror must provide a complete data package including data for the approved and alternate part for evaluation. The estimated solicitation issue date will be on February 18, 2026. This date is subject to change. All responsible sources will be able to submit a quote which will be considered by DLA Troop Support.
The solicitation will be issued as an Unrestricted, Firm-Fixed Price, Indefinite Delivery/ Indefinite Quantity (IDIQ) type contract. The contract will include a One (1)-year base period, and four (4) one (1)-year option periods. Delivery will be FOB Origin. Buy American Act and Berry Amendment clauses apply.
FAR Part 12, Acquisition of Commercial Products and Commercial Services, FAR subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR Part 15, Contracting by Negotiations will be utilized. The proposal evaluation criteria will be based on Price Only.
This synopsis should NOT be considered a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). The Government is in no way obligated to purchase any material as a result of this notice.
To be considered for award, interested vendors must be registered in the System for Award Management (SAM). The SAM site may be accessed at https://www.sam.gov.
A copy of the solicitation will be made available through the DLA Internet Bid Board System (DIBBS), https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support.
