Description

Pre-solicitation Notice DESCRIPTION The Department of Veterans Affairs, Cincinnati VA Medical Center, intends to award a sole source contract under the authority of FAR 13.106-1(b)(2) to Nalco Water, an Ecolab company, for Monochloramine Systems Water Management Services. The proposed contract action is for the continuation of service, maintenance, monitoring, chemical supply, and regulatory compliance support for three (3) installed monochloramine (iChlor ) water treatment systems and twenty-two (22) Sentinel monitoring units currently in operation at the Cincinnati VA Medical Center. The system treats the domestic cold-water supply by injecting sodium hypochlorite and ammonium sulfate to produce monochloramine for Legionella control. The system includes real-time monitoring through ORP and total chlorine sensors and requires ongoing maintenance, calibration, chemical management, and compliance with State of Ohio EPA Public Water System requirements, including licensed operator oversight and required water quality testing. The iChlor system is a proprietary water treatment system owned and serviced exclusively by Nalco Water. The system is not sold as standalone equipment and is only available as a subscription-based service, with Nalco Water retaining full responsibility for system operation, maintenance, monitoring, alarm response, and regulatory compliance. The system utilizes proprietary monitoring software, chemical feed controls, and safety mechanisms that cannot be accessed or serviced by non-authorized entities. The Government has determined that Nalco Water is the only responsible source capable of meeting the agency s requirement due to the proprietary nature of the installed system, the integration of Nalco s monitoring software and chemical feed processes, and the requirement for continuous compliance with State of Ohio EPA Public Water System regulations. This notice of intent is not a request for competitive quotes. However, any interested party that believes it can meet this requirement must submit a capability statement demonstrating the ability to meet all requirements of the original equipment manufacturer (OEM), Nalco Water. Interested parties must provide documentation demonstrating: Authorization from Nalco Water to service, operate, and maintain the iChlor system Access to proprietary equipment, software, and system controls OEM-trained and certified personnel for the iChlor system Ability to provide OEM-approved chemicals and maintain NSF and EPA compliance standards Ability to perform full system monitoring, alarm response, and regulatory reporting Ability to meet State of Ohio EPA Public Water System requirements, including provision of a licensed Class I operator Failure to provide sufficient documentation demonstrating the above requirements will be considered evidence that competition is not practicable.
