Description

The government will solicit offers/quotes for mobile telephone and data services to the United States Embassy to Angola and Sao Tome and Principe. Service providers shall be capable of providing 4G network coverage in Angola and provide data, voice, SMS and related telecommunications services. Services shall include mobile data, cellular voice, text messaging, roaming, and international calls on both a prepaid and postpaid basis. The service provider shall also be able to provide short term cellular telephone and mobile hostspot hardware and services. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price Indefinite Delivery Indefinite Quantity type contract. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7 unless an exception exists. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. However, this procurement may be subject to the FAR (Overhaul) Clause 4.203-1(b)(5)(ii) regarding SAM registration. If this exception applies at the time of solicitation posting, vendors will be directed to the FAR (Overhaul) Clause 4.203-1(e) which requires collection of the appropriate information at time of receipt of an offer or quotation.
