Corridor Manager-Owner Representative Services IL 390-I 490 2nd Supplement This is Not a Solicitation See Item Description For Details Item # 1: ( 918 - 96 ) The Illinois State Toll Highway Authority is giving notice to supplement contract I-18-4701 with Knight E/A, Inc.-V3 Companies, Ltd. This contract provides Corridor Program Management (CPM), Corridor Construction Management (CCM) and Construction Management (CM) Services for the Elgin Ohare Western Access (EOWA) corridor. The contract is being amended to provide additional services that were not anticipated in the current contract. The additional work is germane to the original project and within project limits. The additional services include extended CPM services for the I-490 corridor due to schedule impacts associated with relocation of Union Pacific Railroad (UP) tracks and the construction of the new I-490 bridge over the Canadian Pacific Railway (CP) Bensenville Yard south of OHare Airport. The current team will continue to provide the CPM services for additional railroad engineering and coordination. The current team can most efficiently and expeditiously provide the CPM services as they have the institutional knowledge and history with the Railroads and agreements made to date. The work is ongoing and disruption in these services would delay construction and result in the Tollway incurring additional construction costs due to the delays. These services can be performed at a lower overall cost than if the work were performed under a separate contract because the team is already mobilized and because the services are associated with work in the CP Bensenville Yard. A new CCM-CM contract is being procured via a Professional Services Bulletin (PSB) and the supplement includes extended CCM and CM services necessary until the CCM/CM contract is started. The original contract was solicited on PSB 18-4 on Illinois Procurement Bulletin number 22043023 and approved by the Tollway Board on June 20, 2019 via Board Resolution number 21830 for $89,000,000.00. A first supplement was approved on May 25, 2023 to increase the contract by $11,200,000.00 for a revised contract amount of $100,200,000.00. This second supplement increases the contract amount by $5,072,000.00 for a revised contract amount of $105,272,000.00.
