DHS IFB EMHC Lighting Project The goal of this contract is to engage a vendor to utilize the ComEd Energy Efficiency Program Incentive and/or Instant Discount Program (Incentive Program) for full funding to upgrade facility interior and exterior lighting using DesignLightsTM Consortium Qualified Products at Elgin Mental Health Center, located at 750 S. State Street, Elgin, IL 60123. THIS PROCUREMENT IS FOR SMALL BUSINESS SET ASIDE PROGRAM VENDORS ONLY. Item # 1: ( 914 - 38 ) Upgrade facility interior and exterior lighting at Elgin Mental Health Center using DesignLightsTM Consortium Qualified Products List Solid State Lighting (SSL) version 5.1 available at designlights.org/qpl, including but not limited to: -Replacement of existing interior and exterior lighting system with new lighting system containing LED fixtures. -Replacement of existing interior and exterior lighting system with a retrofit lighting system containing LEDs. -Installation of a new networked lighting control system on new or existing fixtures that previously had no lighting controls installed and that meet applicable fixture specifications. -Installation of a new lighting system containing LED fixtures, or a retrofit lighting system containing LEDs. -Installation of photocells. Vendor must utilize the ComEd Energy Efficiency Program Incentive and/or Instant Discount Program and be paid entirely through these program(s), resulting in a total net project cost of $0.00 to Elgin Mental Health Center. For award purposes only, vendors should submit bids indicating its charge for the attached Sample Listing and listed below. Please note, the Sample may not be all-inclusive of the facility's needs. Vendor is responsible for completing any pre-application(s)/application(s) for incentive program(s), and vendor must comply with all program/incentive requirements and deadlines. Vendor must be an ICC Certified Energy Efficiency Service Provider, contractor, or subcontractor to install the project. A mandatory pre-bid conference will be held at Elgin Mental Health Center. All work must be completed prior to December 31, 2026, or prior to ComEd's Incentive(s) deadline(s), whichever comes first.
