THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH TRAVEL OR PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The Government is seeking sources that are capable of providing delivery of a set number of online course hours and student throughput (see PWS Section 6). eMentor online courses will be delivered via a Contractor-provided, government-approved Unified Communications and Collaboration (UCC) platform, for a competitively-selected General Purpose Force (GPF) population of Airmen and Guardians, whose courses are scheduled and managed with the aid of the government-owned Language Enabled Development Resource (LEaDeR). This contract does not require the development and update of a separate student management system for use by the Client. Please see attached draft Performance Work Statement for specific requirements and the RFI Questions document for information that will be required to be addressed within the Contractor's Capability Statement. When responding to this Sources Sought, please provide the following: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 611630, Language Schools/Second Language Instruction which contains a size standard $20.5 million. (3) Provide white paper outlining company’s solution to recruit qualified instructors and deliver virtual classroom sessions Day One of the contract IAW attached PWS (Attachment 1 - PWS LEAP eMentor Draft 17 Dec 2025), and must also answer questions within Attachment 2 - AFCLC eMentor RFI Questions 2026. This document must be single-spaced, Times New Roman, 12-point font, and not to exceed 10 pages,.
