1. Requirement Description

The Government intends to request quotations directly from a limited number of responsible vendors via email.  This acquisitions will be conducted using simplified procedures for commercial products and commercial services  in accordance with Revolutionary FAR Overhaul (RFO) Part 12. Award will be made to the responsible vendor whose quotation represents the best value to the Government.

2. Synopsis/Posting Requirements

This presolicitation is issued in accordance with FAR 5.201–5.203 and FAR 12.202 (Publicizing). The action has been posted to the Government-wide point of entry (SAM.gov) and will remain posted for a minimum of 10 calendar days.

6. Solicitation (RFQ) Scope & Requirements

  • Scope Summary: The USDA Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) requires the purchase of orange paper delta traps with three (3) sticky sides. The traps will be used primarily for the surveillance and monitoring of the European grapevine moth, Lobesia botrana, but may also be used for the early detection of other exotic insect pests. USDA is seeking a quantity of 75,000 Paper Delta Trap, Orange, 3 Sticky Sides.
  • Contract Clauses: Solicitation will include FAR provisions at 52.212‑1 through 52.212‑5 as prescribed in FAR RFO Part 12. All required clauses as prescribed in FAR RFO Part 12.
  • Evaluation Criteria: Factors include technical/capability, price, and past performance, consistent with FAR 12.203.
