Description

This is a Request for Information (RFI)/Sources Sought notice. The Defense Logistics Agency (DLA) Troop Support is conducting market research to identify manufacturers interested in participating in the Manufacturing Pricing Agreement (MPA) Program. The Government will not pay for any information received in response to this notice, nor will it compensate any respondent for costs incurred in developing the information provided. This notice does not constitute a commitment from the Government, and any information provided will be used for informational purposes only. Manufacturer participation in the MPA Program does not guarantee that the manufacturer products will be selected by any Military customer.  The manufacturer should be able to socialize their products to military customers if they are currently not selling to the government.  The DLA Troop Support Manufacturing Pricing Agreement (MPA) Program seeks to establish direct pricing agreements with manufacturers for products supplied to our global customers- through our Subsistence Prime Vendor partners. The MPA is a key component in ensuring fair and reasonable pricing for the U.S. Government. Participation in the program requires the monthly submission of pricing data in specified electronic formats that are integrated with Defense Logistic Agency’s (DLA) system of record.

Requested Information
We are interested in your responses to the following questions.

Company Information:
Company Name, Address, and Website.
Point of Contact (Name, Title, Phone, Email).
CAGE Code and Unique Entity ID (UEI)  (cage codes and unique id’s are obtained by registering in Sam.gov).
Business Size (e.g., Small Business, Large Business) under the primary NAICS code for the products you manufacture.
Please list the primary NAICS code(s) for your company.

Manufacturing and Business Capability
What specific product categories do you manufacture?

Who are your firm’s major customers (e.g., Retailers, Food Service Distributors, Industrial Accounts, Government Agencies)?

Can your company provide commercial product specifications and a copy of the product label for each item you propose for the MPA program? This information is required to verify product details and ensure they align with government needs.

MPA Program Specifics
Pricing Model: The MPA program supports two pricing models. Which model best fits your company's pricing structure?


Established Catalog: A price list that is regularly maintained and published for a significant number of commercial buyers.


Competitive: Pricing determined through comparative price analysis, market data, etc.

Pricing Policy: MPA policy requires that prices offered to DLA are equal to or less than prices offered for like or similar customers. Can your company comply with this policy?

National Allowance Pricing Agreement (NAPA): DLA also utilizes National Allowance Pricing Agreements (NAPAs), in conjunction with MPA, which provide discounts or allowances on products purchased through our Prime Vendors.

  • It is necessary that all manufacturers apply for a Manufacturer Code through the NAPA Program.  All items sold to the military customer oversees must use NAPA stock numbers to participate in the MPA Program.  NAPA Allowances are utilized in the MPA as a net-NAPA off the product price,

  • Does your company currently participate in the NAPA program?


Technical Capability: The MPA program requires monthly submissions of pricing spreadsheets (in .csv or Excel format) via email. Does your company possess the administrative and technical capabilities to comply with this monthly reporting schedule?
