REQUIREMENT TITLE: W912PF-25-Q-A011 – APF (APPROPRIATED FUND) MENSA OPERATIONS USAG ITALY, DARBY MILITARY COMMUNITY
DESCRIPTION OF THE PROJECT: The Contractor shall provide all Mensa services including, but not limited to, purchasing food ingredients, preparing, cooking, and serving food and drink items and cleaning the Mensa assigned areas. The Contractor shall provide all labor, management, tools, supplies, chemicals, supervision, and other items or services to perform. The contractor shall accomplish in the performance of this contract respecting this Performance Work Statement (PWS) and all applicable and current US and Host Nation laws and regulations including, but not limited to, Italian A.S.L. (Azienda Sanitaria Locale), Host Nation Public Sanitary Department (Dipartimento Sanita’ Pubblica) standards, applicable Italian food service law; D.lgs. 81/2008 Testo Unico sulla sicurezza del lavoro, US Army food regulations; Army Regulations AR 30-22; DA PAM 30-22; DA PAM 738-750; TB MED 530; FM 21-10; FM 10-23; FM 10-24; and TM 10-412. LOCATION OF THE WORK: The site of the proposed service is Darby Military Community, Livorno, Italy.
METHOD OF CONTRACTING: This will be a Request for Quotation (RFQ) resulting in a Firm Fixed Price Requirements Type Contract.
PERFORMANCE PERIOD: The Government contemplates issuing a Requirement type contract for one year plus four (4) option years. See below for details:
Base Year: 01 July 2026 – 30 June 2027
Option Year One: 01 July 2027 – 30 June 2028
Option Year Two: 01 July 2028 – 30 June 2029
Option Year Three: 01 July 2029 – 30 June 2030
Option Year Four: 01 July 2030 – 30 June 2031
SITE VISIT: The Pre-Quote Conference will be held via Teams on 18 March 2026, 09:30 hrs. Be advised that the date and date are estimated and subject to changes. Please send an email to Ms. Zanobini and Mr. Deluca, indicating your intent to participate in the conference and providing the names and email addresses of the people that would like to participate. A link with the invitation will be sent before the pre-quote conference date and time.
In addition, a site visit will be held on 20 March 2026 at 10:00 hrs. Be advised that the date and date are estimated and subject to changes. The meeting point is at Gate 27, Depot Area, Via Aurelia, Tombolo (Pisa).
In order to participate all interested parties will be invited to indicate their interest by submitting an email not later than Close of Business (COB) by 27 February 2026, to Sonia.zanobini2.ln@army.mil and Brendan.a.deluca.civ@army.mil. Please indicate in your e-mail the solicitation number and the name of the company, address, phone number, fax number, e-mail address, and name(s) of the person(s) who will be present at the site visit (maximum two persons): first name, last name, date of birth, place of birth, type and number of identification document. Please attach the Identification Document (Carta di Identita’) and provide vehicle type and plate number to the e-mail. Only the persons who have provided the personal data will be allowed to attend the site visit. The guards will check the identification card at the gate. The offerors not present on the list will be denied the entrance to the installation.
MISCELLANEOUS: the solicitation package including the Performance Work Statement, the safety documentation and all additional information is expected to be posted the last week of February on the following webpage: https://sam.gov/.
