This is a PRE-SOLICITATION NOTICE. In the near future, the Government intends to issue a Request for Quotes (RFQ) solicitation. This PRESOLICITATON notice is for planning purposes only and does not commit the Government to take any contracting action. The U.S. Army Corps of Engineers - St. Paul District requires a State of Minnesota certified General Appraiser to perform a real estate appraisal and prepare a report to be used by the Government in connection with a proposed acquisition of specified real property rights. The property is approximately 331.33 acres known as Lower Grey Cloud Island at Cottage Grove in Washington County, Minnesota. This solicitation will be 100% set-aside for Small Businesses under NAICS 531320, Offices of Real Estate Appraisers, with a small business size standard of $9.5 million. It is anticipated this solicitation will result in a contract awarded on the basis of Best Value to the Government, with factors such as Appraiser experience writing UASFLA-Compliant appraisal reports; Recent and Relevant experience with property appraisals involving Sand, Gravel and Aggregate mining; and Narrative of approach to gathering relevant sales data and property information, when combined, being more important than price.
