Sources Sought and Industry Day Combined Notice for Construction Project at William M. Colmer Federal Building & United States Courthouse in Hattiesburg, MS

This is a combined Sources Sought/Industry Day announcement to survey the market for information to be used for procurement planning purposes. This is not a request for proposals. Contractors who respond to the sources sought are not required to attend the Industry Day and neither are contractors who respond to the Industry Day required to respond to the sources sought, but encouraged to respond to both. The information received will be used by the General Services Administration (GSA) to facilitate the decision-making process. The intent of this notice is to identify potential qualified General Contracting (GC) firms including Large Businesses, Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses that have the qualifications and demonstrated experience to complete this project.  The Government intends for a full and open procurement based on best value determination. The construction for this project is expected to start around the 2nd Quarter CY of 2027.

This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The project is currently in the design phase.

Hattiesburg Project Description:

GSA is conducting a repair and alterations project for the William M. Colmer Federal Building and U.S. Courthouse (Colmer CT). The Colmer CT is a fully occupied building located at 701 North Main Street in Hattiesburg, MS. The facility serves the Eastern District of Mississippi and houses a senior U.S. District Judge, a U.S. Magistrate Judge, two visiting District judges, and a visiting Bankruptcy judge, judicial support staff, a U.S. Probation Office, the IRS, Army recruiting, and the U.S. Marshals service. The Colmer Courthouse was constructed in 1974 and is three-stories plus basement and has approximately 60,000 usable square feet. The Courthouse is in close proximity to the Hattiesburg downtown historic district and is eligible for the national historic register.

The primary purpose of the project is to improve physical security, repair the deteriorating exterior envelope, and upgrade multiple building systems. The project will address various physical security-related deficiencies. Specifically, the project will include new and/or improved separate circulation paths, a new U.S. Marshals vehicle sallyport, upgrades to the secure judge’s elevator, new detention holding cells, a building addition for judge’s parking/prisoner transport vehicle sallyport, an additional egress stairwell, a new detention grade prisoner transport elevator, and upgrades to public security screening to ensure compliance with USMS standards. The project will also address needed repairs and upgrades to the exterior envelope and multiple building systems to include the fire life safety systems, and interior upgrades to public facilities. The building will remain fully occupied and operational during construction which will require the work to be executed in multiple phases.

Delivery Method Overview:

This project is being delivered using the Design-Bid-Build (DBB) delivery method. As part of the DBB solicitation phase, the Government will request a Firm Fixed Price (FFP) proposal at the time of bidding. It is for this reason that GSA desires to survey the market for qualified GC firms with a demonstrated history of success utilizing this delivery method for similar projects. 

The acquisition will be a two-step procurement. An RFQ/Pre-solicitation Notice will be published to gather qualifications from interested parties. From those submissions, GSA plans to down select the most qualified firms, and issue the Step 02 RFP to those qualified firms.

Interested GC firms, please submit capability statements as a single PDF attachment to the Contracting Officer Josh Norris, joshua.norris@gsa.gov no later than 4:00pm EST 2/27/2026. Within your capability statement please address the following:

Purpose:

The General Services Administration (GSA), Public Buildings Service (PBS), Capital East Project Acquisition Delivery Division is conducting an Industry Day to generate construction market interest and provide information on GSA’s planned renovation of the William M. Colmer Federal Building & United States Courthouse in Hattiesburg, MS.  This will be an excellent opportunity for contractors with North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction, and similar construction experience to learn more about this upcoming project and the acquisition strategy.

Project Description:

The GSA, PBS, Capital East Project Acquisition Delivery Division, intends to solicit for a highly qualified Contractor who can provide complete Construction Services for the repair and alterations for the William M. Colmer Federal Building and U.S. Courthouse (Comer CT) located at 701 North Main Street in Hattiesburg, MS.

The building will remain fully occupied and operational during the construction phase.  The project will include multiple phases to allow the Colmer CT to remain operational throughout construction.

Contract Type: The contract type for this procurement will be Firm-Fixed price. The line item schedule will include a lump sum item for the Base work. There will also be option line items for this procurement.  

Price: The total construction range for this project is $15,000,000 - $20,000,000.  

Selection and Schedule: The Contractor will be selected through a two step procurement process using a best value procurement method developed in accordance with Federal Acquisition Regulations (FAR) Part 15 and FAR Part 36. (Revolutionary FAR Overhaul driven by Executive Order (EO) 14275 - RFO-2025-15 and RFO 2025-36)

The period of performance for the proposed contract is approximately twenty four (24) months upon issuance of notice to proceed.
