Description
The MICC FORT HOOD, on behalf of the 2nd Brigade (2BDE) at Fort Hood, TX, has a requirement for a commercial, subscription-based mass text messaging platform.
Purpose: This service will provide a direct and immediate communication pathway to soldiers and their families for community events, family readiness group (FRG) activities, and other non-operational announcements. The objective is to replace less effective, traditional communication methods and improve community engagement and morale.
Key Requirements:
The Government requires a commercial-off-the-shelf (COTS) solution that includes, at a minimum:

A pre-paid bundle of 600,000 message credits to be delivered at the start of the performance period.

The capability to send both SMS (text only) and MMS (multimedia/picture) messages.

A dedicated, high-volume, A2P 10DLC registered phone number to ensure message deliverability.

Dedicated onboarding assistance to train the Government user on the platform.

An assigned account manager for ongoing customer and technical support.
Contract Details:
This acquisition will be a Firm-Fixed-Price (FFP) contract. The anticipated Period of Performance is one (1) twelve-month base year, with one (1) one-year option period.
This requirement is a 100% Small Business Set-Aside. All interested and capable small businesses under NAICS Code 517121 are encouraged to respond.
