Presolicitation Notice Presolicitation Notice Page 3 of 3 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 3 The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 2), Buffalo, New York intends to solicit quotes from contractors to provide Patient Assisted Parking Services and Parking Lot Attendants at the Northport VA Medical Center, 79 Middleville Road, Northport, NY 11768 under a single-award firm-fixed price contract. The VA anticipates issuing an RFQ for this requirement on or about February 3, 2026, to be posted to www.SAM.gov. This procurement will be solicited in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. In accordance with FAR 52.204-7, System for Award Management, perspective contractors must be registered in System for Award Management (SAM) at the time of submission of quotes. Contractors may obtain SAM information at https://www.sam.gov. NAICS Code is 812920 - Parking Lots and Garages with a Small Business Size Standard of $47 Million. The classification code is M1LZ Operation of Parking Facilities. The solicitation will be issued as a Small Business set-aside (THREE (3) previous SDVOSB set-aside solicitations failed to produce a long-term solution). All responsible sources may submit proposals to be considered by the Agency. Please include any subcontractor s name, UEI and size status with your response. General Description: The Contractor shall furnish all necessary and appropriate labor, supervision, materials, equipment and supplies to provide the parking lot services at the facility beginning on April 1, 2026, at 0600. This shall include staffing, supplies, uniforms, signage, insurance and training. All workers must be trained and on site on April 1, 2026, if awarded this requirement. Contractor employees will be required to obtain a VAMC Contractor Identification Badge and each employee will be fingerprinted.
