Description

This work involves disconnecting existing water meters from the service water lines located at the rear or side of the properties and connecting new water service lines of the residences to the existing water meter at the front of the property, as shown on the attached sketch in the appendices. The Contractor shall meet the property owners/tenants where the conversion will be performed, and the property owner shall have the opportunity to review the proposed route and provide their input. The contractor shall obtain the owner's signature for all required permits and shall be responsible for applying for and obtaining the required permits, including preparing the plumbing/electric permit application, pulling plumbing/electric permits, and any other required permits from the Building Office of the municipality in which the work is to be performed. LICENSES REQUIRED: License Requirements At the time of Bid and according to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida, and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active: i. Certificate of Competency from the County's Construction Trades Qualifying Board as a General Contractor or Plumbing. or ii. Certification, as a General Contractor or Plumbing Contractor, provided by the State of Florida Construction Industry Licensing Board, according to the provisions of Florida Statutes Chapter 489.115. MINIMUM EXPERIENCE REQUIRED: 1. The Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project’s Scope of Work. The Bidder shall provide a list of no less than three (3) references who can confirm that the bidder has completed projects performed by the identified personnel, the bulk of whose work performed on the private property is similar in detail to the Project’s Scope of Work described in these Solicitation Documents. Each reference shall include the following: the contact’s name, telephone 2. number, e-mail address, and location where the work was performed. The experience of key senior personnel with other firms may be counted toward the experience requirement, if acceptable to the Department. Should such evidence not be satisfactory to the Department, whose decision shall be final. 3. 4. In the event a firm is established by executives, supervisors, and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, the Department reserves the right to qualify the firm based on the Department's sole determination and evaluation of the knowledge and previous experience of these key employees employed by the new firm. The experience of key senior personnel with other firms may be counted towards the experience requirement, if acceptable to the department. Should such evidence not be satisfactory to the Department, whose decision shall be final, the bid will be considered non-responsive, and the second-lowest bidder will be considered for award. The qualifying proof shall be submitted in a separate sealed envelope with the bid. The Contractor must submit proof that his/her firm has the ability to interface with MD- WASD and familiarity with County guidelines. The ability will be based on the evaluation of the Company by “Past e-Builder No.20382 Page 4 of 46 Performance Evaluations” (PPE) from the Miami-Dade County approach, including experience in water service relocation projects on private properties under WASD’s contracts. 5. The County reserves the right to request additional information and/or contact listed persons about the bidder's experience. In the event a firm is established by executives, supervisors, and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, OWNER reserves the right to qualify the firm based on OWNER's sole determination and evaluation of the knowledge and prior experience of these key employees employed by the new firm. The experience of key senior personnel with other firms may be counted towards the experience requirement, if acceptable to the ENGINEER. Should such evidence not be satisfactory to the ENGINEER, whose decision shall be final, the bid will be considered non-responsive, and the second lowest bidder will be considered for award. The qualifying proof shall be submitted in a separate sealed envelope with the bid. Contractor must refer to the Request for Price Quotation (RPQ) and associated project documents for the detail Scope of Work.
