Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.”
The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole-source, firm-fixed-price service contract to Crown Point Refuse & Recycling Inc., the incumbent contractor to previous award W9127N21P0150. The purpose of this acquisition is to Base + 4 option years (01 Apr 2026 – 31 Mar 2031) contract for refuse and recycling services in support of the Bonneville Lock and Dam.
The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.501(a)(1)(ii), Prepare sole source (including brand name) justifications using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C. 1903

The Government intends to proceed with this sole source action. The NAICS code is 562111 – Solid Waste Collection. The size standard as defined by the U.S. Small Business Administration is $47,000,000.00
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required services meeting the government’s need. If no affirmative written responses are received by 5:00 PM Pacific Time on 13 February 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Electronic responses and questions shall be submitted via email to the contracting point of contact listed below. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
