The Defense Logistics Agency Energy (DLA Energy) is procuring Contractor-Owned, Contractor-Operated and Government-Owned, Contractor-Operated (COCO/GOCO) retail/bulk fuel services for JAA, Ultra-low sulfur diesel and Unleaded gasoline. Bulk dispensing will be provided for JAA at a specified location on USAG-HI at Schofield Barracks (COCO) and Wheeler Army Airfield (GOCO). This is a follow on retail site real estate instrument optimization facility and there will be no Government facilities or equipment furnished for the contractor. The Contractor shall be responsible for and furnish as required all personnel, equipment, material and/or facilities necessary for providing these services (including all receipt, storage, handling and issue of bulk fuel products per the PWS). The COCO requirement is for a four-year base period from April 21, 2027 through April 20, 2031; four 5-year option periods, and one 4.5-year option from April 21, 2031 through October 20, 2055, and an option to extend the contract not to exceed six months from October 21, 2055 through April 20, 2056. The GOCO requirement is for a five-year base period from April 21, 2026 through April 20, 2031; four 5-year option periods, and one 4.5-year option from April 21, 2031 through October 20, 2055, and an option to extend the contract not to exceed six months from October 21, 2055 through April 21, 2056.
