Amendment 0003:

This amendment incorporates the following changes to the solicitation:

1. Answers to Bidders' Questions: Questions received from prospective bidders and the
corresponding Government answers are attached and incorporated into the solicitation
documents for reference.

2. Specification Addendum: A formal addendum to the technical specifications is included to
codify the changes described in the Bidders' Questions and Answers document.

3. Wage Determination: WD PA20250080 Modification 6, dated 12/12/2025, is hereby
incorporated.

4. Bid Submission Deadline Extended: The deadline for receipt of bids is extended from
December 22, 2025, at 11:00 a.m. PST to January 7, 2026, at 12:00 p.m. PST.

Solicitation

The Federal Bureau of Prisons (FBOP) is issuing solicitation 15BFA025B00000031 for the award of a firm-fixed-price construction contract for a project entitled Perimeter Fence Replacement at the Federal Correctional Institution (FCI Loretto), located in Loretto, PA. 

 FCI Loretto is a federal correctional facility located at 772 Saint Joseph St., Loretto, PA 15940.  The project consists of the following:

The project includes complete replacement of approximately 7,580 linear feet of inner and outer perimeter fencing, including line posts, fence fabric, razor ribbon, vehicular and pedestrian gates, and footings. The scope also includes realignment of portions of the interior zone fencing as needed, replacement of gates located within 30 feet of the inner perimeter fence, and installation of new concrete walkways along the interior fence.

The performance period for the project will be 924 Calendar Days from issuance of the notice to proceed.

The NAICS code for this requirement is 238990 with a corresponding small business size standard of $19 million. Pursuant to Justice Acquisition Regulation (JAR) 2836.204, the estimated magnitude of the project lies between $10,000,001 and $25,000,000. (NOTE: This range is one of 5 available ranges from JAR 2836.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

 The solicitation will be distributed solely through the Contract Opportunity website at https://www.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions.

The "Sensitive /Secure package Upload" option will be selected for this procurement. All secure/locked documents uploaded, to include the solicitation, will require an active SAM vendor registration to obtain access. In addition, only those vendors who have been issued a valid Marketing Partner Identification Number (MPIN) from www.sam.gov will be granted access. This is a 100 percent small business set-aside. You must be registered in www.sam.gov as a small business for the applicable NAICS code (see FAR provision 52.219-1 in the Representations & Certifications section of your www.sam.gov registration).

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include:
