Description

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS

The Department of Veterans Affairs, Network Contracting Office (NCO) 4, intends to solicit offers for brand-name only Arthrex reverse shoulder implants and surgical instruments. The implants and instruments will be used by the Lebanon VA Medical Center, located in Lebanon, Pennsylvania. 

Solicitation Details:

In accordance with (IAW) Revolutionary Federal Acquisition Regulation Overhaul (RFO) 5.101(b)(1)(i), the contracting office will permit the public to respond to the solicitation electronically.

The contracting office intends to issue the solicitation on or around 6 February 2026 and make an award on or around 11 February 2026 using Simplified Procedures IAW RFO Part 12. 

Required Products: 

  1. Universal revers consolidated humeral set; Item # AR-9501CHS, Qty 3
  2. Full-wedge augmented MGS instrument set; Item # AR-9579S-FW, Qty 3
  3. Universal revers consolidated glenoid set; Item # AR-9615CGS, Qty 3

Purpose: These specific items are compatible with the facility's existing surgical instruments, tools, and procedures. 

Set-Aside Status: Unrestricted.

To be considered for an award, all potential offerors must include a letter of authorization from the Original Equipment Manufacturer (OEM), Arthrex. This letter must confirm that the offeror is an authorized distributor of Arthrex's products. Failure to include this letter of authorization with the quotation will result in the elimination of the offeror from consideration for the contract.
