Description
Enclosed is a Request for Quotations (RFQ) for Janitorial Services at the New Consulate Compound (NCC). If you would like to submit a quotation, please follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit them to the address shown on the Standard Form that follows this letter.
The anticipated period of performance includes a twelve-month (12) period.
No subcontracting and/or co-venturing shall be allowed for any portion of the janitorial services described herein. Only firms demonstrating full legal standing within the Kingdom of Morocco, and possessing the required professional capabilities, will be considered for participation in the forthcoming solicitation. Only offers from legally registered Moroccan companies will be accepted. International or foreign-registered firms are not eligible to compete.
The U.S. Government intends to award a contract/purchase order to the responsible offeror whose proposal represents the best value to the Government in accordance with FAR 15.101-1 (Tradeoff Process). Award may be made to an offeror other than the lowest-priced offer when the Government determines that a higher-priced proposal provides superior value based on the evaluation factors set forth in the solicitation. The Government intends to award a contract/purchase order based on initial proposals, without holding discussions; however, discussions may be conducted with offerors in the competitive range if determined necessary.
The Consulate intends to conduct a pre-quotation conference at the site. The pre-proposal conference will be held on February 20, 2026, at 09:30 a.m. (local Moroccan time) at the new U.S. Consulate General site. Prospective offerors/quoters should contact CasablancaProc@state.gov by February 18, 2026, before 12:00 noon, and send the complete name and ID number of the participants in the site visit to ensure access to the building. Failure to attend the entire site visit and sign the official attendance sheet will render the offeror’s proposal non-responsive and ineligible for award.
Proposals are due by February 27, 2026, at 14:00 (local Morocco time). No proposals will be accepted after this time. Proposals must be submitted in English, and incomplete proposals will not be accepted.
Proposals must be submitted electronically to CasablancaProc@state.gov. Submissions must be in Adobe Acrobat (PDF) format. The file size must not exceed 30 MB. If the total submission exceeds 30 MB, proposals must be submitted in separate PDF files, each attached to a separate email not exceeding 30 MB.

Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government that offerors be registered in the SAM (System for Award Management) database at https://www.sam.gov on the time of submitting a proposal.

Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information in FAR 52.204-90 since relevant information is found in their SAM registration.

Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section K, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award.
