Description

The Transportation Security Administration (TSA) intends to solicit and award a task order on a sole source basis to ILM Corporation of Virginia Inc. located at 1551 Emancipation HWY; STE 200; Fredericksburg, Virginia 22401. The anticipated award will be made under the statutory authority permitting other than full and open competition at 41 U.S.C.3304(a)(1) implemented by the FAR Subpart 16.505(b)(2)(i)(B) entitled "Only One awardee is capable of providing the supplies and services required at the level of quality required because the supplies or services ordered are unique or highly specialized." The period of performance (PoP) will include one (1) 12-month base year and two (2) 6-month option periods and the total estimated value is $3,281,226.14.

This task order is for the continued support services for the Document Management Services (DMS) system that enable TSA systems to maintain an electronic file of all correspondence and documents related to an applicant’s enrollment, vetting and case management. This correspondence includes receiving incoming documents from applicants that are responding to questions from TSA or appealing a TSA determination concerning their application; converting documents to electronic format, uploading electronic documents to the corresponding case file in the DMS and/or Technology Infrastructure Modernization (TIM) system and prepare outgoing correspondence for mailing for TSA Program populations. The DMS system is a mission critical system.

This notice of intent to sole source is not a request for proposals or quotations. Interested parties may identify their interest and capabilities by responding to this notice within 10 days of its publication by email to the points of contact below. A determination by the Government to not compete the proposed action is based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
