THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4526R0017, posted under the title: Building 40 Stabilization, Gateway National Recreation Area, Sandy Hook Unit, Fort Hancock, NJ will be issued electronically on the System for Award Management (www.sam.gov) website on or about April 27, 2026.
The Department of the Interior, The National Park Service Contracting Operations (ConOps) East NY MABO intends to issue a Request for Proposal (RFP) for a construction solicitation consisting of Repair work in Building 40 shall consist of debris removal, wood floor repair, inspection and repair of roof sheathing and framing, replacement of high sloped and low slope roof section overlays, replacement of wood fascia and soffit, replacement of copper gutters, additionally window openings will be boarded. Building 40 is a contributing resource to the Fort Hancock and Sandy Hook Proving Ground National Historic Landmark District and that all work will be completed in conformance with the Secretary of the Interior Standards for the Treatment of Historic Properties.
The entire solicitation package, with all attached documents, will be available in Microsoft Word, Excel, HTML or Adobe PDF formats through sam.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately twelve months.
In accordance with FAR 36.204 the magnitude of this contract is between $500,000.00 - $1,000,000.00. Award will be made to offeror providing the best value to the government. The resulting contract will be firm fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing roofing repairs and construction.
This solicitation is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203-Full and Open Competition after Exclusion of Sources, Set-Asides for Small Business Concerns.
The RFP will be set-aside for 100% Small Business under NAICS code 238160 Roofing Contractors (size standard $19M). This procurement is subject to Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation. Proposals are due approximately thirty (30 days) following issuance of the anticipated solicitation. Search by referencing solicitation number 140P4526R0017.
Offerors must be currently listed in the System for Award Management (www.SAM.gov) for this solicitation's NAICS code. Offerors not listed may be deemed ineligible for further consideration for award. Offerors are required to have a Unique Entity Identifier (UEI) and an active registration with current representations and certifications in SAM as of the solicitation closing date. All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFP.
The Government reserves the right to cancel this Request for Proposal.
