Synopsis: The Defense Logistics Agency (DLA) Energy-FESAB anticipates issuing a Request for Proposal (RFP) procuring Government-Owned, Contractor-Operated (GOCO) Aircraft Fuel & Ground Fuel Support Services and Fuel Storage & Distribution at Naval Air Station (NAS) Kingsville, Texas. The contractor will also be responsible for outlying location Naval Auxiliary Landing Field (NALF) Orange Grove. The Contractor will have the responsibility to maintain and operate the government owned facilities and equipment at NAS Kingsville, as well as provide bulk services and fuel operations in accordance with (IAW) best commercial practices. The solicitation number will be SPE603-26-R-0528 and it will be published electronically on the System for Award Management (SAM) website at www.SAM.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-26-R-5X11 on November 14, 2025. This requirement is to procure GOCO Aircraft Fuel & Ground Fuel Support Services and Fuel Storage & Distribution at NAS Kingsville aviation bulk fuel storage compound consisting of three (3) 20,000 barrel above ground fuel storage tanks and the components to receive fuel by commercia Source: Defense Logistics Agency (DLA) via SAM-derived metadata and DIBBS record mapping.
