Description

The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source, Firm Fixed-Price, purchase order for Postage that is associated with the Fort Thompson Health Care Center in Fort Thompson, SD to provide postage for the Pitney Bowes postage machine. Without postage, patients will not be able to receive mail, prescriptions, and other critical medical information regarding their personal healthcare. The tribal population demographics show one of the highest poverty levels in the United States. Being able to send mail, prescriptions, and other important medical information in a timely manner is extremely important in helping patients initiate and maintain an optimal level of health and quality of life. The vendor must be able to provide postage to help ensure the health clinic can provide continuity of care and coordination of care for IHS patients. Only one source is capable of providing this postage due to the postage machine being from Pitney Bowes, therefore the postage needed to operate it must also come from

Pitney Bowes. The period of performance will be for sixty (60) days from

the Date of Award. The acquisition is to provide postage for the Fort Thompson Health Care Center in Fort Thompson, SD.

This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on this vendor is the sole company that can provide this supply due to the postage machine being from Pitney Bowes.

The total estimated value $10,000. Responses to this notice must demonstrate clear and convincing evidence that sole source would not be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of our agency standardization. The determination not to compete this proposed contract action is solely

within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.

This is NOT a request for quotes or proposals.

Questions or comments to this Notice of Intent should be directed to CORII Mitchell Franklin at mitchell.franklin@ihs.gov, Purchasing Agent via email only at mavis.cheney@ihs.gov (phone calls/voice mail messages regarding questions will not be accepted and will not receive a response). Please indicate in the subject of your email: Notice of Intent Question Submission

Executive summary

Indian Health Service (Great Plains Area) posted a Special Notice (IHS1520774) stating intent to award a sole-source, firm fixed-price purchase order to replenish postage meter funds for a Pitney Bowes postage machine at the Fort Thompson Health Care Center, Fort Thompson, SD 57339. The notice cites FAR 6.302-1 (only one responsible source) and asserts only Pitney Bowes can provide the postage required to operate the machine. The period of performance is stated as 60 days from Date of Award with an estimated total value of $10,000. Responses are due by 2026-02-28 22:30 UTC and must provide “clear and convincing evidence” that a sole-source award would not be advantageous to the Government; this is explicitly not a request for quotes or proposals.

What the buyer is trying to do

Secure uninterrupted postage capability for the Fort Thompson Health Care Center’s Pitney Bowes postage machine to support mailing of prescriptions and other critical medical information for IHS patients, via a sole-source firm fixed-price purchase order justified under FAR 6.302-1.

Who should pursue this
  • Pitney Bowes (or the entity that can directly provide authorized postage/meter funding compatible with the existing Pitney Bowes machine) to align with the stated sole-source rationale
Work breakdown
  • Provide/replenish postage meter funds (postage) for the Pitney Bowes postage machine used by Fort Thompson Health Care Center
  • Ensure continuity of postage availability during the stated 60-day period of performance from Date of Award
  • Coordinate ordering and delivery/availability of postage in a manner that avoids disruption to mailing prescriptions and medical communications
Response package checklist
  • Email-only submission (no phone/voicemail) referencing: “Notice of Intent Question Submission - IHS1520774, Pitney Bowes Postal Service” in the subject line
  • A concise capability statement specifically addressing ability to provide postage/meter replenishment for a Pitney Bowes postage machine supporting the Fort Thompson Health Care Center
  • “Clear and convincing evidence” that an alternative to sole-source would not be cost or time prohibitive and would not hinder agency standardization/mission (as required by the notice)
  • Any documentation demonstrating technical/operational compatibility with the existing Pitney Bowes postage machine and ability to provide the required postage supply mechanism
  • Any pricing/market information ONLY to the extent it supports the argument against sole-source (since this is not an RFQ/RFP)
  • Point-of-contact details for follow-up; direct questions/comments to CORII Mitchell Franklin and Purchasing Agent Mavis Cheney via email only
Compliance notes
  • Notice type is Special Notice / intent to sole-source; explicitly NOT a request for quotes or proposals
  • Sole-source justification cited: FAR 6.302-1 (only one responsible source and no other supplies/services will satisfy requirements)
  • Set-aside listed as 8A (note: the notice also states sole source intent; align any communication to the stated intent and requested evidence)
  • Responses must be received by 2026-02-28 22:30 UTC
  • Government will not reimburse any costs incurred in responding
  • Email-only communications; phone calls/voicemails will not be accepted or responded to
Pricing strategy
  • Because this is an intent-to-sole-source notice (not an RFQ), any pricing information should be framed as evidence addressing the Government’s stated test (whether competition would be advantageous and not cost/time prohibitive), not as a formal quote
  • If you are the incumbent/sole capable source, be prepared to support the firm fixed-price posture and the stated ~$10,000 estimated value with clear, auditable meter funding/postage replenishment mechanics for the 60-day period
Teaming and subs
  • Teaming is unlikely to change the Government’s stated ‘only one source’ position; if pursuing a challenge to sole source, focus on demonstrating direct compatibility/authorization to fund the Pitney Bowes meter rather than proposing subcontracting structures
Risks and watchouts
  • The notice asserts only Pitney Bowes can provide the postage for the Pitney Bowes machine; challengers must overcome this specific compatibility/authorization claim with strong evidence
  • The agency states the determination not to compete is solely within Government discretion; a response may not trigger a competition even if submitted
  • Operational risk highlighted by the notice: loss of postage capability impacts patient mailings and prescriptions; any interruption during transition would be a major concern
  • Submission-channel risk: questions/comments sent by phone/voicemail will be ignored; email subject line must reference IHS1520774 as instructed
Smart questions to ask
  • Can the Government confirm the exact Pitney Bowes postage machine model and the specific meter funding/replenishment mechanism required for this requirement?
  • Is the requirement strictly for postage meter refills/funding, or are there any associated services (e.g., meter reset/maintenance) included in the intended purchase order?
  • What is the expected cadence/amount of replenishments over the 60-day period (single load vs. multiple loads)?
  • Does IHS require the vendor to be the OEM (Pitney Bowes) or would an authorized reseller/agent with proof of authorization satisfy the requirement?
  • Is there an incumbent account number or existing Pitney Bowes contract/account arrangement that will be used for the replenishment?
  • Can the agency confirm whether the listed 8A set-aside has any practical impact given the stated sole-source intent under FAR 6.302-1?
Source coverage notes

Some notices publish limited source detail. Confirm these points before final bid/no-bid decisions.

  • Exact Pitney Bowes postage machine model/meter type and the specific replenishment method required
