1. Notice Type
Sources Sought – Small Business Market Research
This is a Sources Sought Notice issued for market research purposes only. The Government is seeking information from qualified small businesses to assess industry capability, availability, and interest in the autoclave specialty electrical work at the FDA Irvine location.
This is not a solicitation and does not constitute a commitment by the Government to issue a solicitation in the future. No contract will be awarded from this notice.
The Government will not pay for information submitted in response to this notice.
2. Project Background
The FDA Irvine Human and Animal Food Laboratory (IRVHAFL) is replacing four aging built-in autoclaves. The newly procured units have different electrical requirements than the existing units and require electrical infrastructure modifications prior to installation.
The required work includes electrical panel capacity upgrades, new conduit and wiring installations, breaker installation, disconnect installation, panel schedule updates, and associated electrical modifications across first and second floor laboratory wings.

3. Scope Summary
The contractor must be properly licensed (C-10 Electrical Contractor or equivalent) and capable of performing work including, but not limited to:
- De-energizing existing autoclaves and implementing LOTO procedures
- Removal and replacement of conduit and wiring
- Installation of 150-amp 3-phase circuits
- Installation of reconditioned Siemens breakers
- Installation of fused disconnects
- Installation of 120V and 208V support circuits
- Panel upgrades and schedule updates
- Labeling and documentation
- Work in active laboratory and federal facility environments
The contractor must provide service completion records upon completion.
Period of performance begins upon award execution.
4. Small Business Participation
FDA is seeking responses from Small Businesses.
Respondents must indicate business size status under the identified NAICS code.
5. Submission Requirements
Interested small businesses shall respond ONLY by completing and submitting the provided Vendor Questionnaire in xlsx format.
No capability statements, brochures, or supplemental marketing materials are requested or will be evaluated.
The questionnaire requires vendors to address:
- Years of commercial/industrial electrical experience
- Experience in laboratory/federal facilities
- Experience with 150-amp or greater 3-phase circuits
- Experience with panel upgrades and breaker installations
- Licensing confirmation (C-10)
- Relevant project references.
Incomplete questionnaires may not be considered.
