This is a combined synopsis/solicitation for commercial products and services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
030ADV26R0002 is issued as a Request For Proposal (RFP) on an unrestricted basis. There will not be an evaluated preference for different socioeconomic status. This procurement will however be conducted pursuant to the Randolph-Sheppard Act (RSA), 34 CFR § 395.33 Operation of Cafeterias by Blind Vendors, which establishes priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.
