The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR Subpart 12. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. Acquisition Policy Flash 26-23 (eff. 11/19/2025). The solicitation number 36C25626Q0325 is issued as a Request for Quotation (RFQ). The NAICS code is 562111 and the size standard is $47.0M. This requirement is for a 100% set-aside Service-Disabled Veteran Owned Small Business (SDVOSB) and will be firm-fixed-price. Offerors may be required to provide information to demonstrate that at least 51 percent of the cost of personnel for contract performance will be spent for employees of the SDVOSB concern or of other SDVOSB concerns. The closing date for this notice is 12:00 PM CT February 27, 2026. The requirement is for the following: The contractor shall perform services for collection and disposal of refuse, to include bulk waste. Services shall be provided, in accordance with the terms and conditions of the contract, as needed. (See Statement of Work for additional detailed information.) Contractor to provide services in accordance with terms and conditions of the contract for the period of April 1, 2026 through September 30, 2026, with four (4) 12-month option periods.
