Description

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Bio-Rad Laboratories.

Acquisition Description:

The National Institutes of Health, Office of Purchasing and Contracts on behalf of The National Institutes of Health (NIH), Clinical Center (CC), Center for Cellular Engineering (CCE) has a need to approve a purchase order of Bio-Plex Pro Human Cytokine Screening Panel, 48-Plex kits from Bio-Rad, Bio-Plex Calibration kit and Validation kit, which will be used for our clinical CAR-T potency testing throughout development and manufacturing of CAR-T cells in PACT section of CCE.

Description of Items:

Key Features and Benefits for Bio-Plex Pro Human Cytokine Screening Panel, 48-Plex, calibration and validation kit as below:

    • Designed for quantification of a panel of 48 cytokines, chemokines, and growth factors.
    • Can be used for serum, plasma, culture supernatant, and many other sample types.
    • Compiling profiles of a series of cytokine and Chemokine markers
    • The assay panel provides more data from each sample.
    • Save both money and time.
    • These multiplex assays are highly suitable for researchers looking for predictive biomarkers using small sample volumes (12.5ul per well)
    •  The assay can be run in a significantly shorter time(~2hr) than conventional ELISA techniques.
    • Ready to use validation and calibration kits with unique individual vials of each reagent.

The period of performance for these products is three months: 5/1/2026-8/1/2026.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-002244) by 12:00 PM eastern standard time on 02/14/2026 to: valerie.gregorio@nih.gov.

All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
