Action:
This is a notice of intent to award a sole-source, Firm-Fixed-Price (FFP) contract to Alaska Communications Services (ACS) for comprehensive telecommunications services. This notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.203 and is not a request for competitve proposals. A determination has been made to procure this requirement without providing for full and open competition.
Justification for Sole-Source Award:
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
An approved Justification and Approval (J&A) document is on file. The basis for the sole-source determination is the rural location of the place of performance, where only one vendor, Alaska Communciations Services, possesses the existing infrastructure and capability to provide the required scope of services. No other provider has been identified that can meet the Government's minimum requirements without incurring substantial and unacceptable delays and duplication of cost to establish a new service infrastructure.

Contract Structure:
The Government intends to award a Firm-Fixed-Price (FFP) contract with a period of performance consisting of a eight (8) month base period and four (4) twelve (12) month option periods, to be exercised at the Governments discretion.
