Description
The National Oceanic and Atmospheric Administration (NOAA), Corporate Services and Acquisition Division (CSAD), is issuing this Sources Sought Synopsis as a means of conducting market research pursuant to FAR Part 10. This is not a request for proposals, bids, or quotations.
The result of this market research will contribute to determining the method of procurement, including whether the requirement will be set aside for small business concerns. The Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding will be solely at the interested party’s expense.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 – Engineering Services. Its associated Small Business Size Standard is $25.5 million.
Work will be issued by negotiated firm-fixed-price task orders with a cumulative amount not to exceed $9.9M per the life of the IDIQ/per IDIQ (Up to two). A minimum of $2,500 in task order work shall be awarded under the contract in the basic contract period.
The Government anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for professional Architect Engineering (A/E) services in accordance with FAR Subpart 36.6 (The Brooks Act). The period of performance for each region, Eastern and Western, will be five (5) years, from time of award. The geographic area for the Western Region is approx. 20 states and territories and Easter Region is approx. 35 states and territories. The Government reserves the right to utilize the contractor in other U.S. locations on an exception basis.
