Electronic Security System (ESS) Maintenance and Service at Fort Leavenworth, KS
This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.101(c). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to inform potential offerors of a forthcoming requirement for Electronic Security System (ESS) maintenance and services at Fort Leavenworth, Kansas.
In accordance with FAR 5.101(c), the following information is provided:
(1) Set-Asides:
This proposed contract action is a Total Small Business Set-Aside. All responsible small businesses may submit a proposal, which shall be considered by the agency.
(2) Codes for Services:
NAICS Code: 561621 - Security Systems Services (except Locksmiths) (Size Standard: $25.0 Million)
Product Service Code (PSC): J063 - Maintenance, Repair, and Rebuilding of Equipment: Alarm, Signal, and Security Detection Systems
(3) Description:
(i) Description of Services: The U.S. Army requires non-personal services to provide comprehensive maintenance and service of an integrated Electronic Security System (ESS) for the Combined Arms Center (CAC) and the U.S. Army Garrison at Fort Leavenworth, Kansas. The scope of work includes all personnel, equipment, supervision, and materials necessary to perform preventive and corrective maintenance on the existing ESS infrastructure. This infrastructure consists of a Physical Access Control System (PACS), Intrusion Detection System (IDS), and a Closed-Circuit Television (CCTV) system. Key systems currently in place include, but are not limited to, a C-Cure 9000 access control solution, a Lenel ACS system, and a BOLD Group Manitou central software solution for Intrusion Detection. The IDS equipment is based on DSC control equipment. The objective is to ensure all systems remain fully operational and meet all required performance standards.
(ii) Procedures for Award: This section is not applicable as the estimated value of this action is anticipated to exceed the Simplified Acquisition Threshold (SAT). The award procedures will be detailed in the forthcoming solicitation.
(iii) Trade Agreements: This acquisition is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) or any Free Trade Agreements (FTAs).

The Government anticipates a formal solicitation will be posted to the Government Point of Entry (GPE) at a later date. It is the responsibility of interested parties to monitor the GPE for additional information pertaining to this requirement. This notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for any information submitted in response to this notice.
