Description
1. Purpose
Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to gather insight, recommendations, and industry feedback regarding innovative and efficient approaches to delivering student transportation services.
This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not reimburse respondents for any costs incurred in responding to this notice.
2. Scope of Work
DoDEA is seeking full student transportation services to the Military Community in Europe. Prospective contractor shall provide all personnel including drivers, safety aide, safety attendant, supervision, services, supplies, vehicles, and/or equipment necessary to perform student transportation services. Contracted services shall comply with DoDEA and Host Nation requirements for student transportation.
The period of performance for these services are anticipated to start on 01 August 2027.
For purposes of this acquisition, the North American Industrial Classification System (NAICS) code is 485410, School and Employee Bus Transportation, Size Standard, $30.0M. The Product Service Code (PSC) is V222, Transportation/Travel/Relocation/Travel/Lodging/Recruitment: Passenger Motor Charter.
Instructions
DoDEA is seeking information from qualified vendors, service providers, and industry partners with experience in student transportation, fleet management, logistics, routing technologies and related support services. The goal is to better understand industry capabilities, emerging technologies, and potential solutions that could enhance DoDEA’s operational efficiency, service quality, safety and cost-effectiveness.
Vendors are invited to response to the questions outlined in this RFI. Responses should be clear, concise, and based on vendor’s experience, capabilities and available solutions. DoDEA is particularly interested in practical insights, innovative ideas and proven approaches that could improve the efficiency and effectiveness of student transportation services.
DoDEA has sample route lists or bus stops available for vendors to review and respond to Enclosure 1 RFI questions; however, vendors must submit a completed Enclosure 3: Non-Disclosure Agreement (NDA) in order to obtain the sample route lists or bus stops.
Submissions and inquiries pertaining to this RFI must be sent electronically to Esther.Yi@dodea.edu and Sidnie.Miranda@dodea.edu no later than 10:00am Eastern Daylight Time (EDT) on 27 February 2026. Vendor’s email message shall state “HE1254-26-RE-EUROPE” in the subject line. Telephone calls regarding this RFI will not be accepted.
DoDEA is requesting the following information in response to the subject RFI:
- Responses to RFI Questions in Enclosure 1
Please submit full responses to each of the questions in “Requesting for Information: Europe Student Transportation Services” document (Enclosure 1).
- Capability Statement (Maximum of 3 pages)
Please provide a brief description of your company’s qualifications, relevant experience, and technical capabilities to meet the draft scope of work. Include:
- Company name, address, and point of contact
- CAGE/NCAGE code and Unique Entity ID (UEI)
- Business size and socio-economic status (e.g. small business, 8(a), HUBZone), if applicable
- Rough Order of Magnitude (ROM)
Using the sample route list/bus stop (Enclosure 4), please submit a non-binding ROM cost estimate if there is a cost difference between a 2-bell vs. a single bell system as indicated in question #2 of Enclosure 1. Please include an estimated cost for the 2-bell system and the estimated cost for a single bell system.
