Description

This is a special notice of intent to award a sole source contract for comprehensive maintenance and support for two (2) Astronics, Pinpoint II PCB Test Systems (P/N: P2R-14, serial numbers DIAG/55347 and DIAG/579) located at Ellsworth AFB.

Applicability of Authority:

The 28th Contracting Squadron intends to award a sole-source, firm-fixed-price contract to Astronics Test Systems, INC., 12700 Ingenuity Dr., Orlando, FL 32826-2752.

The statutory authority for this acquisition of commercial services is Federal Acquisition Regulation (FAR) Part 12. The authority permitting other than full and open competition is FAR 12.102(a), Restricting competition. This provision allows for documenting the decision that only one source is available for acquisitions valued at or below the simplified acquisition threshold.

The Contracting Officer has determined that Astronics Test Systems, Inc. is the only source capable of providing the required services, as it is the Original Equipment Manufacturer (OEM) and the sole source possessing the proprietary data, software, and certified parts required to perform maintenance on the Pinpoint systems.
