Box 128Coalville, Utah 84017 Notice is hereby given that Summit County (the “County”) is soliciting proposals from experienced individuals to serve as the contracted Coordinator for the Summit County | Park City Green Business Program. The Green Business Program (the “Program”) enables local businesses to earn a bronze, silver, or gold Green Business Certification to showcase a business’s environmental actions and is supported financially by Summit County, Park City Municipal Corporation, the Park City Community Foundation, and the Park City Chamber of Commerce & Visitors Bureau. The Coordinator will serve as the primary contact for the Program and will: implement the Program, manage and direct the Program and its website, and manage business engagement. The selected contractor will work in partnership with staff from the County’s Sustainability Division, the Summit County Health Department, and the Program’s partners. Proposals will be accepted only from individuals that are free of all obligations and interests that would conflict with the best interest of the County and have the capacity to provide services in a timely manner. This will be a personal services contract with a single individual. Respondents must address the needs and requirements stated in the Scope of Work and Deliverables of this RFP and are advised to read this RFP in its entirety. Failure to read and/or understand any portion of this RFP shall not be cause for waiver of any portion of the RFP or subsequent agreement. The submitted proposal and this RFP become a part of the subsequent agreement. Proposals will be evaluated and the selected contractor will be determined and approved by representatives from the Sustainability Division of the Summit County Health Department. The County reserves the right to reject any or all proposals, and to select the proposal that best meets the needs of the County and the Program. INTRODUCTIONSummit County, Utah (the “County”) invites proposals from qualified individuals (“contractor(s)”) to coordinate and implement the Green Business Program (“GBP”) on behalf of Summit County, the Park City Community Foundation (“PCCF”), the Park City Chamber of Commerce & Visitors Bureau (“Chamber”), and Park City Municipal Corporation (“PCMC) (collectively “GBP Partners”). This contract role will include day-to-day management and operations of the GBP, regular support and interaction with participating businesses, build out of new or adjusted program elements, and coordination with the GBP Steering Committee, composed of representatives from the GBP Partners. The County seeks proposals from an individual or individuals who will work collaboratively with County staff and GBP Partners. TERMS OF AGREEMENT This contract will run through December 31, 2027 and be funded in an amount not to exceed $50,000 per twelve-month period, with the option of renewal at the County’s discretion. The contract amount will be paid out in equal monthly payments of four thousand one hundred sixty-six dollars and sixty-seven cents ($4,166.67). The contract award shall be inclusive of all time and materials. Decisions for contract renewal will be based on available funding, demonstrated adherence to the services outlined within this RFP, and ability to meet established program deliverables. WRITTEN AGREEMENTThe selected individual must be willing to enter into a written service agreement with the County to provide all services required within the scope of services as submitted by the proposer in its proposal. All provisions of the Agreement will comply with State and Federal laws. The contract will include (1) cover page, (2) terms and conditions, (3) scope of work, and (4) fee schedule, as well as any other attachments deemed necessary through the negotiation process. Please review the attached contract terms and conditions before responding to the RFP (Exhibit A). BACKGROUND AND PROJECT PURPOSEThe Summit County | Park City GBP enables businesses in Park City and Summit County to earn a Green Business Certification at the bronze, silver, and gold level to showcase the business’s environmental actions and sustainability goal setting. The Program will support any business in Summit County seeking certification, including assisting with promoting Program-oriented work and accomplishments the business has completed. All eligible businesses, not just Program certified businesses, can access networking and learning opportunities offered by the Program, including quarterly lunch and learn events, a newsletter, and resources compiled and available on the Program website (parkcitygreen.org). The following materials are provided in attached exhibits to provide additional details about the GBP:Exhibit B: General certification checklist, not sector specificExhibit C: Example of information provided for a single action in the checklistExhibit D: Example of quarterly lunch and learn event informationExhibit E: Example of bimonthly newsletter The selected contractor to this RFP will coordinate implementation of the most recent iteration of the GBP which was designed and launched over the past two years with input from the GBP Partners and the program’s founder, Recycle Utah. Recycle Utah founded the GBP in 2016, with the GBP Partners getting more involved in 2022. Individuals from each partner organization now make up the Steering Committee which serves as a guiding entity for the Program. Today, the Program functions under the umbrella of Summit County and its Health Department. Over the last two years, the GBP has been revamped to offer additional expertise to participating businesses and to expand impact, scope, and publicity for the program. The GBP Partners and Recycle Utah meet regularly to plan and advance the program, support participating businesses, and recruit new businesses by developing resources around five core focus areas:Energy: energy efficiency and conservation, reducing energy use in buildings, as well as reducing carbon emissions and switching to renewable resourcesWater: water efficiency, water conservation, and preserving water qualityMaterials: “upstream” approach to waste avoidance and circular economy and waste diversionTransportation: reducing vehicle miles traveled of privately owned vehicles, and facilitating transition to alternative modes such as carpooling, biking, and public transitThriving Community & Equity: reducing pay gaps, providing opportunities for the local workforce, and supporting local culture Over the course of the program revamp, the team has also worked on:A website that houses an online certification platform and tools and resources for businesses to access instructions, incentives, and local providers that can assist in achieving sustainability goalsUpdated visual identity, branding, logos, and marketing In 2024, recognizing an opportunity to streamline Program implementation, clarify the Program purpose and mission, and align the Program with local sustainability goals, the GBP Partners and Recycle Utah actively participated and contributed to a strategic planning process. The major recommendations from the strategic planning process, which concluded in January 2025, included securing a program budget through partner contributions and eventually also external sources, concentrating the work to implement the program under a Program coordinator with continued in-kind support from the GBP Partners, and housing the Program under the County. In the meantime, the GBP continues to operate, with 13 businesses certified in 2025. A Coordinator is now sought to oversee the day-to-day operations and support the vision, mission, and values of the GBP by further building out the program. The Summit County Sustainability Director will oversee the Coordinator’s contract, manage the GBP budget, and provide guidance. The Summit County Sustainability Analyst will monitor the Coordinator’s execution of the program and will work with the Coordinator to measure impact and ensure alignment with County and GBP Partner sustainability goals. ANTICIPATED POSITION BREAKDOWN AND SCOPE OF WORK The selected contractor will provide the following services and complete the following tasks as part of the GBP Coordinator contract: Position Scope and ManagementOrganizes and implements the GBPServes as the main point of contact for the Program, including for participating businesses and other inquiriesMaintains data and documentation sharing system among the GBP Partners.
