VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Berks County, PA | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 33,020 Rentable / 28,128 ABOA Square Feet (SF) of Community Based Outpatient Clinic Space in Berks County, PA. Notice: This is a pre-solicitation notice for solicitation number 36C24426R0031, lease number 36C24426L0002. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 5 days. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: Department of Veterans Affairs (VA), Specialized Team, Regional Procurement Office East, 1111 East End Boulevard, Wilkes-Barre, PA 18711. Description of Requirement: The Lebanon VA Medical Center, Lebanon, PA, intends to solicit for up to 28,128 ABOA SF of leased space for a Community Based Outpatient Clinic (CBOC) located within delineated area listed below. Space requirement includes a contiguous space preferably all on the first floor, ideally ground level or served by a medical-grade elevator, compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS); and have no less than 150 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must be located no further than one-quarter mile from the clinic entrance. Space must accommodate PACT (Patient Aligned Care Team) space model https://www.cfm.va.gov/til/Prototype/CBOC/CBOCPrototype-05-Layouts.pdf . See attached Space Plan requirement for an estimate of needed rooms/space. The anticipated lease will be a full-service lease, this means all utilities, taxes, security, telephone, janitorial and all-season landscape, snow removal, and any other operating and maintenance costs are included in the rental cost. Lease Term: The anticipated lease term is a firm term of 10 years. Delineated Area: Berks County, PA. The space must be in or abounding the delineated area. North: Interstate 78 East: PA-863 to Chestnut St to PA-100 South: PA-23 to Interstate 76 West: PA-897 to PA 419 Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered:Â Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities (jails or otherwise), businesses where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Space shall meet Federal and Local Government requirements for fire safety, physical security, accessibility, and sustainability standards per the terms of the solicitation for offers and request for proposals. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $47 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status. SDVOSB and VOSB firms must be registered with the Small Business Administration, for additional guidance see: https://search.certifications.sba.gov/. All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements.
