Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This is a Sources Sought Notice only and it is not a solicitation announcement. The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 532412. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.
The US Fish and Wildlife is seeking to rent heavy equipment for multiple short periods during the time period of 4/6/26 - 12/19/26.
Requirements: The Contractor be the owner of the required machinery and be located a reasonable distance from Lower Suwannee National Wildlife Refuge, FL — Levy & Dixie Counties.
A. Excavators (Quantity: 2 units)
Each excavator shall meet or exceed the following specifications:
- Minimum size: Caterpillar 320 class or larger (20 ton class).
- Operating weight: Approximately 40,000–50,000 lbs.
- Cab: Fully enclosed, air conditioned, with radio.
- Controls: Must be convertible between backhoe mode and excavator mode.
- Hours: Each machine shall have 500 operating hours or less at time of delivery.
- Condition: No major leaks, mechanical defects, or safety issues.
Attachments / Auxiliary Components
Each excavator shall be equipped with:
- Dedicated Power Pack (Super Track SK350PP or equivalent):
- 350–370 HP engine
- Must independently power the mulching head without relying on excavator hydraulics
- Mulching Head: Fecon Bull Hog BH62EXC 2V or approved equal
- Designed for 15–20 ton excavators
- Hydraulic flow: 40–75 GPM
- Working width: approx. 50 inches
- Teeth Maintenance: Contractor shall maintain, rotate, sharpen, or replace mulching teeth every 300 hours or as needed to maintain operational performance.
B. High Flow Skid Steers / CTLs (Quantity: 2 units)
Each machine shall meet or exceed:
- Example acceptable model: Caterpillar 299D3 XE or equivalent
- Engine: approx. 110 HP
- Hydraulic flow: 40 GPM high flow
- Attachment compatibility: Must operate a mulching head suitable for clearing 6 inch material continuously
- Example mulching head: Baumalight MS1160 (40 GPM) or equivalent
- Hours: 500 hours or less on each machine at time of delivery
C. Fuel Trailer Requirements
Contractor shall provide at least one (1) diesel fuel trailer capable of safely fueling 20 ton excavators and high flow CTLs. Acceptable models include:
Fuel Pro 950MT (or equivalent)
- Total capacity: 950 gallons
- Tank design: Eight (8) × 119 gallon steel tanks (7 gauge steel)
- Pump: 40 GPM diesel pump
- DEF: Integrated 115 gallon DEF system
- DOT: Must remain under the 119gallon per tank threshold (No HAZMAT)
Thunder Creek MTT 920 (or equivalent)
- Capacity: 920 gallons (Eight 115 gallon tanks)
- Manifold system: DOT legal closed system during transport, single valve open operation on site
- Pump: 25 GPM or 40 GPM gas powered pump
- Must be towable with a standard (non CDL ) vehicle
