This is a Synopsis of Contract Action (SOCA); this is not a solicitation for a Request for Quote.
No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. No contract award will be made on the basis of response to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information. All responses should include a point of contact, telephone number, and e-mail address. Additionally, respondents should indicate whether they are a Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUB Zone, Service-Disabled Veteran-Owned Small Business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. All responsible sources may respond to this notice and all responses will be considered by the agency.
Please do not request a copy of a solicitation, as one does not exist. The 482d Contracting Flight at Homestead ARB, FL intends to issue a Sole Source, Firm-Fixed Price, definitive contract to include four (4) Option Years, under the authority of 10 United States Code (USC) 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i), to American Signal Corporation (ASC) 8600 W BRADLEY RD, MILWAUKEE, WI 53224-2816, United States.
The applicable NAICS is 811210 with a size standard of $34,000,000.
The following is a brief description of the acquisition requirement:
Homestead's Giant Voice (GV) system is an integrated mass alert notification/warning system utilized during emergencies, exercises, severe weather alerts and/or to deliver rapidly clear and intelligible voice command to base personnel. A service maintenance agreement is needed to provide Preventative Maintenance Inspections (PMIs) and prevent performance degradation or failure due to weather, age, and corrosion from humidity.
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform preventative maintenance checks on the Outdoor Mass Notification/Giant Voice System at Homestead Air Reserve Base, FL. Preventative maintenance will be accomplished twice per year. The contractor shall also provide parts, materials and labor to complete necessary repairs needed as a result of the maintenance checks or unscheduled service calls. American Signal Corporation (ASC) possesses the necessary technical data, diagnostic equipment, and trained personnel to perform required maintenance and service. As ASC is proprietary in its ability to service and maintain systems with CompuLert™ NEXGen, a sole source award will be issued to subject firm, accordingly.
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
Further, the response should include any special requirements for a commercial contract in accordance with FAR part 12.
Funds are not presently available for this proposed contract action. The Government’s obligation is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
