Request for Information (RFI): Coca-Cola Beverage Products for Guam

Introduction:
This Request for Information (RFI) is issued by the Defense Logistics Agency (DLA) Troop Support Indo-Pacific in accordance with FAR Part 10 – Market Research. The Government is conducting market research to identify responsible and capable sources interested in supplying a full line of Coca-Cola Beverage Products to Department of Defense (DoD) and Non-DoD customers located on the Island of Guam.

This RFI is for informational and planning purposes only and does not constitute a formal solicitation or guarantee of future procurement.

Background:

The Government anticipates a potential requirement for a long-term agreement to provide Coca-Cola Beverage products for U.S. military installation in Guam, which may have limited commercial infrastructure. The agreement will ensure continuous access to these products.

The selected contractor may be responsible for:

  • Source, purchase, store, and distribute a variety of subsistence items.
  • Maintain product quality, timely delivery, and responsive customer service.
  • Respond to customer requests for additional or substitute items during the life of the contract.
  • Maintain all required federal, state, and local licenses and certifications.

Note: Vendors must currently operate as functioning commercial distributors. It is not acceptable for an offeror to operate solely as a third-party logistics (3PL) firm, i.e., one that subcontracts out warehousing, procurement, and delivery functions. Offerors affirm their role as direct distributors upon submission of capability statements.

Purpose of This RFI:
The Government is issuing this RFI to:

  • Identify commercial distributors capable of supporting Coca-Cola Beverage product requirements for locations throughout Guam.
  • Evaluate industry readiness to stage and deliver products to the island of Guam.
  • Assess cold chain capabilities, timeliness, and shelf-life assurance practices.
  • Evaluate potential delivery strategies and help shape the future contract structure.
  • Determine if the contractor holds a valid Coca-Cola Exclusive Distributor License for the Guam Area of Responsibility (AOR).
