THIS IS A PRE-SOLICITATION ANNOUNCEMENT. Project No.: 612A4-26-050 Project Title: Install Building 644 Dermatology Generator Site Prep, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Northern California Healthcare System. Description: The contractor shall provide all labor, materials, equipment, and supervision necessary to construct an approximately 500 square foot permanent mobile generator enclosure area as. This work includes converting existing parking stalls and adjacent landscape area into a secure enclosure designed to house a mobile emergency generator and its associated electrical connection equipment. FINAL STATEMENT OF WORK will be sent with the official solicitation notice. All information in this pre-solicitation announcement is a draft and subject to amendment(s) and is in no way binding to the Government. In consideration of time, a draft copy of the SOW was sent as a sources sought and was posted on March 23, 2026, ahead of a scheduled site visit to be determined and will be released with solicitation posting. A request for proposal will be issued as an SDVOSB set aside under the Network Contracting Office 21 (NCO21). The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $45M. PSC Code is J061, maintenance, Repair, and Rebuilding of Equipment Electric Wire and Power Distribution Equipment Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Potential Offerors also need to verified in Small Business Dynamic Search as a Service-Disabled Veteran Owned Small Business (SDVOSB) from Network Contracting Office 21 (NCO 21) This is a pre-solicitation announcement only. Solicitation documents will be available on or around mid-late April 2026. The solicitation will be a request for proposal (RFP), which will contain proposal instructions and a statement of work (SOW). A pre-proposal conference will be held in person prior to site visit; date to be determined in solicitation release. The pre-proposal conference should be attended by people preparing the response. A site visit will be posted on the solicitation notice.
