City of Muskogee SOLICITATION FOR BIDS Notice is hereby given that the City of Muskogee will receive and open sealed Bids for the construction of: WTP CHEMICAL FEED SYSTEM IMPROVEMENTS MUS-TR26-001 in the Office of the City Clerk at the Muskogee Municipal Building, 229 West Okmulgee Ave., Muskogee, OK 74401 until 10:00 a.m., Central Local Time, on the 12th day of March, 2026 for the construction of the WTP Chemical Feed System Improvements. Bids shall be opened at the above stated time for receipt of Bids or as soon thereafter as practicable. This project consists of furnishing all required materials, supplies, equipment, tools, and personnel to perform all necessary labor for the construction of the WTP Chemical Feed System Improvements. This project is eligible for sales tax exemption. A mandatory pre-bid meeting will be held on the 4th of March, 2026, at 10:00 am, at the Muskogee Municipal Building, at 229 West Okmulgee Ave., Muskogee, OK 74401. The work shall be done in accordance with plans and specifications on file in the City Manager’s Office. Plans, specifications and other bidding documents are available for public inspection and copies may be obtained by visiting the respective Engineer: Cowan Group Engineering, LLC, 7100 N. Classen Blvd., Suite 500, Oklahoma City, OK 73116. Complete digital project bidding documents are available for a non-refundable fee of $50.00 by going to www.cowangroup.co , navigating to the Bid Documents page, and by entering Quest Project #10062975 on the website’s project search page. Hardcopy plans and specifications are available for a non-refundable fee of $100.00 from Cowan Group Engineering. No documents will be mailed until payment is received in full. Each bid must be submitted in a sealed envelope bearing on the outside, the name of the bidder, his/her address and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Muskogee, P.O. Box 1927, Muskogee, OK 74402-1927. All blank spaces for bid prices must be completed in ink or typewritten and in both words and figures. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for receipt of bids, WILL NOT be considered and will be RETURNED UNOPENED. A cashier’s check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Deposits will be returned to unsuccessful bidders. Each bid submitted is a legal offer and when accepted by the City of Muskogee, constitutes a FIRM AND BINDING CONTRACT. The City of Muskogee reserves the right to REJECT ANY or ALL BIDS.
