Description
The National Oceanic and Atmospheric Administration (NOAA) plans to award a contract on a sole source basis to L3Harris Technologies, Inc. (L3Harris). The contemplated contract will provide one-year base and four (4) option periods of engineering anomaly support to the existing Geostationary Operational Environmental Satellite (GOES)-NOP series spacecraft imager and sounder instruments. Specifically, the contractor shall work with NOAA and National Aeronautics and Space Administration (NASA) to maintain GOES-NOP series spacecraft imager and sounder instrument operations through spacecraft decommissioning and deorbit activities. The contractor shall perform the following tasks:
- Investigating on-orbit anomalies that affect instrument performance parameters and/or anomalies that threaten instrument health and safety.
- Investigating changes to the GOES mission as directed by the Contracting Officer and the Contracting Officer's Representative.
- Maintaining capability to read and extract engineering data.
- Participating in scheduled and occasionally unscheduled technical interchange meetings.
- Providing written reports for anomaly investigations. These reports shall include root cause investigation, analysis, justification, and recommended operations procedure (ROP) updates.
NOAA is pursuing this award as this anomalous support will enable NOAA's Office of Satellite and Product Operations (OSPO) to operate the GOES-NOP series spacecraft imager and sounder instruments to provide geosynchronous weather data during the five-year performance period. L3Harris is uniquely qualified to perform this work as it is the original manufacturer of the GOES-NOP series spacecraft instruments and has sole ownership of the proprietary information for the GOES-NOP series spacecraft instruments.
Interested vendors may submit their written capabilities statement to perform the work stated in this notice to the identified point of contact no later than 3:00 p.m. Eastern Daylight Time on Friday, April 3, 2026. Written capabilities submitted must also include proof of licensing agreement to perform the tasks above from L3Harris to be determined as a capable vendor. Written capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
